Regardless of acceleration, average velocity can always be calculated from its definition:

average velocity = (change in position) / (change in time)

It's only when acceleration is constant that the average velocity can be computed using initial and final velocities. Under this condition,

average velocity = (initial velocity + final velocity) / 2
